The procedure for obtaining permission to use wildlife for scientific purposes begins with the preparation by a scientific organization of a biological justification for the removal of objects of the animal world for scientific purposes, in accordance with the approved rules for the preparation of biological justifications and within the approved limit for the removal of objects of the animal world that are the object of hunting for the corresponding calendar year.

The prepared biological justification and approved by the scientific organization is submitted for public discussion in the Unified Environmental Portal https://ecoportal.kz/ and public hearings are announced through the republican or regional media. The result of public hearings is a protocol of public discussion of the project indicating the opinions and questions of stakeholders expressed during the open discussion.

An application is submitted on the Electronic Licensing portal of the Republic of Kazakhstan https://elicense.kz/ to conduct a state environmental assessment of the biological justification for the seizure for scientific purposes, with a protocol of public hearings attached. In accordance with the approved deadline for reviewing the biological justification, a state environmental examination is issued and in the case of a positive conclusion of the examination, the procedure for obtaining permission to use wildlife for scientific purposes can be continued. And in the event of a negative conclusion of the state environmental assessment, the biological substantiation is sent for revision or rejected from consideration, which will lead to the development of another biological substantiation and the repeated passage of the above-described procedure.

To obtain a state permit to use wildlife for scientific purposes, an application for a permit is uploaded to the https://elicense.kz/ system, (1) attaching an approved biological justification developed by an accredited scientific organization; (2) a protocol of public hearings; (3) a positive conclusion of the state environmental assessment; and (4) an annual work plan state veterinary organization of the authorized body in the field of veterinary medicine for epizootic monitoring of animal diseases in the Republic of Kazakhstan in order to prevent epizootics; and (5) payment of the state fee for the removal of saigas in accordance with the tax legislation of the Republic of Kazakhstan. The application indicates the details of the permit recipient, responsible persons, the number and sex of animals seized, methods and timing of seizure

The result is obtaining a state permit to use wildlife for scientific purposes, registered in the electronic licensing system of the Republic of Kazakhstan and verified online on the portal https://elicense.kz/.
